Policy Reform
For policy reform,
BEPS uses an integrated approach that builds on dialogue,
advocacy and awareness-raising at all levels. This approach
results in policy reform efforts that support new relationships
between central authorities and schools, teachers and students
and among teachers, parents and communities.
In Uganda, BEPS worked in several stages on a continuing
basis with the Ministry of Education to sustain, extend and
improve the teacher development and management system and
promote decentralization of education. This objective was
envisioned to improve the quality of basic education in Uganda,
while preserving and increasing the level of access and consistent
attendance of students. BEPS has helped establish training
for circulating Ugandan teaching advisors and a residential,
in-service training program for participating Ugandan teachers.
